Commissioners Creek Culvert After July Rain

These are photographs taken on Sunday, 18 July 2010, after the recent rainfalls.
The Commissioners Creek culvert should be an indication of what Collector Creek will look like when the new Collector Creek culvert is installed.
Keep in mind that this culvert has a budget almost three times as much as Collector, and so will be sized and styled down accordingly, with no budget for guardrails of any description (according to Phil Newham,ULSC Works, July 2010).
It is difficult to imagine that the installation of this culvert has not impeded the passageway of fish, endangered or otherwise, as the water can no longer follow it's own natural channel. It is now forced to sheet out over the immense concrete slab base. The current depth of this sheet of water is approximately 10 millimetres (!).
Whilst locals assure us that once they fished here, this creek is now a shadow of its former self, even after this substantial rain in recent days

Just a km or two away from Commissioners Creek Culvert is Wowagin Creek Culvert
At nearly twice the budget of Collector Creek Culvert, this culvert at Wowagin does not have enough water to even flow under the culvert.
Despite these good recent rainfalls, as there is almost no water flow - has the culvert affected the creek flow, or was it just a tiny creek with a very large, expensive culvert installed over it?
